Seed / create a manufacturer
Load a manufacturer's account + catalog from their seed JSON files (e.g. uscd-2024.account.json and uscd-2024.catalog.json).
Writes accounts/<id> and catalogs/<catalogId>. If the catalog file wraps the pack under a catalog key, the inner pack is used automatically. Existing docs with the same id are merged.
